Smart phones allow the user to download applications, also called "apps" for short. There is, quite literally, an app for everything from games to workout tools to video watching and more. Apps may or may not be free. This is why many choose to block the downloading of apps through their provider, such as AT&T. However, you can also choose to remove a unwanted app lock.
